Contract Description:
Stanford Gibson from HEC will collaborate with the Kootenai Tribe of Idaho (KTOI),
their subcontractors: River Design Group, (RDG), and the US Geological Survey Geomorphology
and Sediment Transport Laboratory (USGS-GSTL) to discuss the modeling approach and
review/support the modeling methods used to simulate morphological response of the Kootenai
River to previously implemented and currently proposed projects. There are three general
project reaches of interest for FY2017 - 2018: (1) Braided Reach: Upper, Middle & Lower Meander
Bends; (2) Bonners Ferry Islands and & Straight Reach; and (3) Meander Reach Substrate
Enhancement projects. Modeling support for the HEC-RAS platform will be requested as needed
to troubleshoot technical model issues such as boundary conditions, numerical stability,
calibration, robustness, and interpretation. The deliverable for Task 1 includes correspondence
with design team members and may consist of updated application or model files with a brief
description of changes made and recommendations to proceed.

Stanford Gibson from HEC will attend a 1.5 day group modeling meeting hosted by
KTOI tentatively scheduled for April or May of 2016 in Spokane, WA. The modeling
subcommittee focus is on the application and interpretation of numerical modeling and analysis
methods to evaluate hydraulic and sediment transport performance of previously implemented
and proposed projects. One additional day of intermittent collaboration with KTOI/RDG is also
requested for general meeting preparation and follow-up correspondence. No formal
deliverable is requested for Task 2. Follow up actions will be to provide any comments or
clarifications to the meeting minutes.


Stanford Gibson from HEC will participate in a two day Peer Review Advisory Team
(PRAT) workshop hosted by KTOI tentatively scheduled for June or July in Bonner’s Ferry, ID.

The PRAT function is to provide an additional level of independent technical advice and to add
depth to the range of technical expertise available to the KRHRP design team. Follow up actions
will be to provide any comments or clarifications to the meeting summary and/or provide
written response to follow-up questions from the workshop.
